Restriction details
Westgate is a Pedestrian and Cycle Zone between its junctions with Broadway / Midgate and Park Road. Entry to this zone is restricted to just buses from the west. From the east, entry is restricted to buses, taxis and permit holders, or for the purposes of loading and unloading between the hours of midnight to 10.30am and 4.30pm to midnight.
Why enforcement is required
There is a history of unauthorised vehicles entering this area as a shortcut. This causes congestion and obstruction to scheduled bus services as well as taxis. We receive many complaints about congestion, obstruction and illegal parking in this area.

Rules
No motorised vehicle should enter at any time, by any means and includes vehicles being driven, pushed or caused to enter by any other method - except for the following exemptions:
- Local buses at any time
- Licensed taxis at any time
- Westgate Access Permit holders (more details below)
- Entry for loading and unloading - midnight - 10.30am and 4.30pm - midnight
- Emergency service vehicles
- Council service vehicles
- Highways maintenance vehicles
- Vehicles that have been granted an exemption by the council prior to entering the above roads
Westgate Access Permits
Businesses operating within the zone are each permitted to hold one ‘Westgate Access Permit’. This will allow the vehicle listed on the permit to enter and park within the zone at any time for the purposes of loading and unloading. Eligible properties are those businesses situated on Westgate between Broadway and Park Road junctions only.
To apply for a Westgate Business Permit, you will need create an account on our permit system and complete an application for the Westgate Access Permit, which you can find in the business category. You need to upload proof that you operate an eligible business. There is no charge for this permit, but you must reapply for it annually. We send renewal reminder emails 31 days before the permit is due to expire to prompt you to reapply.

Dispensations
In exceptional circumstances, we will issue dispensation for vehicles to enter to carry out planned or emergency works. Those wishing to apply for dispensation to enter should contact parking.services@peterborough.gov.uk with details. Please note that dispensation is chargeable.

- February 2024 = 309 Penalty Charge Notices (PCNs) and 2,754 Warning Notices issued
- March 2024 = 1,061 Penalty Charge Notices (PCNs) and 2,653 Warning Notices issued
- April 2024 = 647 Penalty Charge Notices (PCNs) and 1,766 Warning Notices issued
- May 2024 = 537 Penalty Charge Notices (PCNs) and 1,419 Warning Notices issued
- June 2024 = 409 Penalty Charge Notices (PCNs) and 1,012 Warning Notices issued
- July 2024 = 514 Penalty Charge Notices (PCNs) and 979 Warning Notices issued
