Resolved: At the end of the petition period
The Secretary of State has granted Peterborough City Council powers in relation to The Civil Enforcement of Moving Traffic Designation Order 2023 and in accordance with paragraph 10 of schedule 8 of the Traffic Management Act 2004. These new powers officially came into force on 22 July 2023.
The Designation Order enables Peterborough City Council to carry out civil enforcement of moving traffic contraventions across its local authority area.
Prior to applying for these powers, we undertook a six week public consultation that included 6 locations where enforcement would take place. This enforcement has been taking place since February 2024. Details of our current moving traffic enforcement sites can be found on the Moving Traffic Enforcement page.
At these locations we have seen compliance to the restrictions improve by 90%, resulting in less congestion and improved road safety.
As a result of these improvements we are now considering additional locations in which to carry out enforcement.
These locations are being considered due to previous reports of non-compliance, concerns and complaints raised by members of the public and traffic surveys undertaken in the areas.
This new consultation is to give individuals and businesses the opportunity to raise any concerns about these new enforcement schemes, or provide us with any additional feedback or information on these locations.
What a moving traffic offence is
In England and Wales, moving traffic offences are defined in law in Schedule 7 of the Traffic Management Act 2004 (as amended). They include:
- Incorrectly driving into a bus lane or through a bus gate
- Driving in a pedestrian zone
- Ignoring a no entry sign
- Stopping in a yellow box junction
- Banned left or right turns
- Ignoring a blue directional arrow (traffic must turn left or right)
- Illegal U-turns
- Going the wrong way in a one-way street
New locations that are being considered
Site 1 - Park Road / Church Walk - Left Turn only
Site 2 - Park Road / Westgate - Right Turn only
Site 3 - Westgate / Lincoln Road - No Entry except buses
Site 4 - Park Road / Fitzwilliam Street junction - No Entry
Site 5 - Misterton to Pennington, Orton – No Entry
Site 6 - Brewster Avenue, Woodston– Safer School Street
Site 7 - Riseholme, Orton – Safer School Street
Site 8 - Chapel Street, Stanground – Safer School Street
Site 9 - Bourges Boulevard, Millfield – Safer School Street
